So your saying... We have a dedicated server (Lets name it LocalHost) and a FTP server (Lets name that FTPHost)
LocalHost has map hf_coolmap
FTPHost does not.
Player connects to LocalHost, LocalHost finds out that FTPHost doesn't have the map, sends map to FTPHost so when another player connects to LocalHost, the sv_url links to FTPHost with the map, allowing for a faster download?
Thats actually a good optimization.
I personally think it can be done, just most likely not with PAWN. Maybe have php help out on the side like you said, but hey there are better languages then php to do this sort of thing.
