I don't know if I said it right but I wanted that everytime I open a program the process the same program uses is given real-time priority like "task manager process" in windows. And I want it set everytime the program executes.

Anyway apart from another answer that would be important serverdoc has that option but I would just like to know if windows or yet another program can do it has well.

You could make a .bat to open it like so:
