XP uses a lot of resources without you knowing it, if you used Linux for the operating system instead of XP it would be easier to allocate resources to the dedicated server rather then having XP "decide" which task is more important.
One thing I've noticed while using XP, even in mundane tasks as downloading from an HTTP site, if I leave it running with the window focus on the downloading window, it will go for a while and then suddenly slow down. When I looked into it, my window's operating system was stealing resources to run its own processes that don't even need the resources. I had to continually click the download window for it to recieve the resources again to download faster.
With Linux, I have not seen this problem at all. Plus linux is free, woo!
Also one more thing to consider, its not always just one thing causing the slow speed. It could be multiple things put together effecting it all at once. Like your antivirus could be slowing it down while scanning, along with all the window's operations. And if your running the GUI version of the server instead of the console. Slight things can help performance.
