I wanted to ask - Is it possible to Make 2 Servers ( 27015 and 27016 ) on the same box, on the same files, but with different mapcycle and plugins ?

open core.ini to see how to allow sharing.

Please note: Do not attempt to use the same vault.ini as it is locked by amxx when being written to. This will cause problems if the other server wants to read/write to it when it is locked. Use mysql to share xp between servers.
