Info:
When a player uses H.E.V. Charger he gets a Helmet. That's all.

Requirements:
* CS/CZ
* AMX/X 1.7x or higher
* Ham Sandwitch module
* Fakemeta module
* CStrike module

New cvars:
* amx_hev_gives_helmet <0|1> (default=1)
enable/disable plugin via cvar
* amx_hev_gives_helmet_when_armor <num> (default=0)
set a player armor threshold when helmet can be given

I believe that some of users may find it too easy to get a helmet immediately so i think that it could be a good idea to provide an option to recieve a helmet only when a player is gain last AP (99->100) or when a player is gain last AP from recharger (right before its exhaustion).
