Zor, you can't bind to an IP that isn't on that machine (if thats the case). All this info is confusing. Do you have an int/ext ip, or a 'no router' setup? Which is it? If you have a static IP and no router, then your machine has the IP. There is no internal/external config. If you do have an address that is different when you get on a dos prompt and type ipconfig (winipcfg for win9x) than 82.150.72.25, then something is doing some NAT'ing on your network (like a broadband rounter, ICS, etc.).
Now, that being said, in short what is the question? I read your post 5 times and it's not clear to me. You can't connect to a server you run on the same machine? Others can't?
