wouldnt have to use like a cur weapon type event? maybe count the flashbangs used, when its down to 0, add 1 or 2?
u'd have to use an int to count the total given so u dont set it like umlimited ammo which would constantly give u the nade back.

You can try setting the weapons backpack ammo with cs_set_user_bpammo. Also check v3x's Grenade Sack plugin.
