Hey, how would I go about making a realism mod so when if a user is hit in the leg he will start walking slow, or if he gets hit in the arm there is a 25% chance of him dropping the gun he has out?

All i need to know id the function to find where the user has been hit...

hey leave grenades for me, im making those right now (HE&FB), if it would change damage ratios to hit places i would be interested 2x just need to lower leg,arm damage and raise a bit headshot damage

It's in fakemeta_const.inc

To get the victim, use: new victim = get_tr( TR_pHit );

To get the hitbox, use: new hitplace = get_tr( TR_iHitgroup );

Here is one already made for DoD, but you'll have to code in stamina and proning yourself or skip it for CS.

I'd hook the Damage event and use get_user_attacker.
