Sorry for my English...

After i type in console "setinfo _group "name"".... how can i get this variable in my script.

you have to read the argument using read_argv

You can't hook setinfo with register_*cmd.
You'll have to use get_user_info or fakemeta module.

read_argv can be used in register_*cmd hooks but you can't hook setinfo with register_*cmd, it's not sent to the server as the command, so you'll have to use get_user_info.
