GCF scape is made for map makers at first..if u want to play the file use play or spk name in console and it will play it if it's on any of ur gcf files, if u need to download it for something i don't know why u would need that thats point less... if u want to use for plugins just use it's dir and u don't need to make clients donwload it or shit it will load it from the gcf file...

Note that you asked for a list and were told what program to use..You asked what the program was and I said to use google..

You said that you were 'in the middle of a conversation' and that I interupted.. I gave you a good link to the program and you bursted into a rant about nothing..
