at radar untill the enemy dies or you lose aim long enough.

Although I only read through his code, this plugin might use same methods to achieve its goals.

There are a better event for round end.
You do not have to specify "c" flag when "a" flag is used.

Not exactly.. I used to use such plugin back in the old days, and couldn't find one for AMXX, so I made it.

what should my team do? under which situations could we see the enemys on radar?

That's why that function is in the [TODO] listing... meaning I still have to make that function.

It does not ONLY work at the first spotting, I just made it so nobody on your team can call the same message for 20 seconds. I tried with 10 and 15 but it gets annoying after a while. Will add some CVARs to the next version .
