I don't know the technical answer to your question at the moment but there is no good reason to not compile with the proper version.

Compiling a 1.8.2 plugin to your server's version (1.9.0) can break some of the plugin functions, so as how fysiks said there's no a good reason for do that.

Now if you mean to use a plugin which is compiled and supports up to 1.8.2 version, then you can use it without any problem.
