So the question is simple. Can we code a plugin with any AI

If you're asking about using AI as part of your development workflow, you can certainly try.
That said, as the programmer, you still have to know how to use the tool effectively to build what you want - AI is not infallible (especially for a niche language like SourcePawn); you should not assume that what it outputs is anywhere near correct.

If you do use it, please don't ask for help with its outputs; it shows you don't care at all about the process, and would rather mislead people into thinking you've done anything at all. Not knowing anything at the start is perfectly okay, and there are people that are happy to help guide through the process.

You can finish a pluigin and then ask AI "What part of source codes can be better?"

I didn’t use it myself, but a friend uses the capabilities of artificial intelligence very widely to help write various parts of the code and says that it helps him quite well in this
