As in Twitch, you can set a slow mode restriction for chat.

• sm_slowmode <value> == Changes the slow mode of the server to the specified value.
• sm_slowmode <target> <value> == Changes the target's slow mode.

Let me give you an example from the Discord app, Slowmode is put on a channel to prevent it from being written over and over again.
