Question, is there any way to change the minimum access flag for the /xplist ? I don't know the proper syntax to use in cmds.ini for your plugin.

cmds.ini has nothing to do with changing flags. The file you're looking for is cmdaccesss.ini.

I have a short question. is it imperative to have a sql database for this plugin? or is it enough just to install or insert the download files?

The SQL method is optional and disabled by default. Data will be stored in a file on the server's machine if you don't want to use a database.

"storing" implies the use of memory. The CPU is not a storage device so the answer you are looking for is "no".
