if it is dedicated, then all you need to do is put this line at the bottom of users.ini
"STEAM_0:1:627888 " "" "abcdefghijklmnopqrstuz" "ce"
providing that is your steam id

also make sure the users.ini that you are using is located in amx/config folder for 9.9

for 9.8a it is located in just the amx folder

the z cancels out all of the other stuff cuzz z is set for reg users..

when i was setting mine up it says it would load the admin... buuut it didnt give me access to the commands.. and about 2 days later, i noticed i had a z at the end of it.. so i took it off and it worked...

also for the IP 1, if your behind a router try the IP your router gives your computer..
