That just tell, you don't have that file or SRCDS can't open file.
Make sure your file is in ...csgo/cfg/ folder.

My gamemode_casual_server.cfg is in my csgo/cfg folder.
EDIT: Pause that for a moment I need to double-check something that Bacardi said.
I never had a
gamemode_casual_server.cfg in any of my directories, just a gamemode_casual.cfg. Do I need to change the name? Or create a new file
2nd Edit: I downloaded the file you sent me in and added it into my cfg, I changed the downloadurl to my link and it still didn't work.
