I need a plugin to help players see enemy health and a nickname, how it is done by a spy.

As long as you can find a working copy of the TF2Attributes plugin, someone could write a plugin that uses it to add the "mod see enemy health" attribute to all players when their loadout updates.

Doesn't seem to work for names though.

Yes, I tried to do it through TF2Attributes, but it works strange, but rather it works only for the medic, heavy and spy (logical).

What about giant robots?
They also display health.

There is a plugin called "RuneTF gamemode" by happs that claims to allow players to see the class and health of nearby players when they have the Aware Rune. I haven't used it but maybe you can use the hud elements of that aware subplugin to achieve what you want.
