the weird part is that i have the basebans.sp on my plugins folder, but i noticed that sp files are readable, while smx aren't, so maybe my problem is that the sp files needed to be in the scripting folder?

No, you don't need the .sp file at all for the plugin to be working.
The basebans.smx is not loaded so make sure the file is in the plugin directory.
