When I play this hide and seek map on my server:

The maximum amount of player in each team can only be 2, the rest of us has to join spectators.

I tried changing the command "maxplayers" but it didnt help.

When trying to add bots I get this error:

Could not add bot to the game: The game is full


Also tried this:
] -maxplayers_override 20
Unknown command: -maxplayers_override

Can I write it in my gamemode_competitive_server.cfg?

Maybe there is reason, why host not allow you add launch parameter, have you think about that ?
Or are you allowed freely change server max player count ?

You can add the line sv_visiblemaxplayers "#" to your game mode config and it will adjust the player count of your server, instead of having to change the command line. 10 player slot example:

sv_visiblemaxplayers 10

I should note that if you are renting single game servers by the slot, and you set this number to exceed the number of slots you pay for, most hosted servers like that will auto-shutdown/restart if the sold number of player slots is exceeded by connected players for more than a couple minutes.
