what do you mean? the tracer only has start and end points.

Okay, so the only time register_message(SVC_TEMPENTITY, "Tempentity"); triggers is when I hit an enemy. I need something that will work even if I shoot at a wall

There's no owner and you don't need it. There's starting position and ending position. Since the start position is the player, you need to change the ending position. For walls, try hooking TE_DECAL or other decal entities.

So I don't need the owner even if I wanted only certain players to experience this effect?

For "certain players" you will need to compare their origins with message origin.

Or block the original message and recreate it when a player shoots.
