Is that an acceptable idea? Sven Coop is a prime example. Although, I'm talking about an unofficial expansion like mod made in the HL1 Engine with modified resources, official sdk files being legally sold on Steam for like $9999.99, Just kidding. I'd appreciate some opinions of y'all whether It's a good idea to actually sell a hl1 mod on steam?

Edit: What the actual what? For some reason, I thought Sven Coop was paid? Did something change or was it like that since always? lol

From my understanding, Valve are now unable to license goldsrc externally due to some of their licensing agreements expiring, so it may not be possible at all.

They have info for Source here which might give you an idea of some of the challenges and potential costs involved, but really you'd need to ask Valve sooner rather than later if you're seriously considering it.
