I have a server setup with necessary files .

Tried all ways, the client still downloads at 7 to 8 kbps speed. Can any one help

I'm not sure whether you did something, but that folder doesnt exist (cstrike), or at least the url isnt working.

The first time that I checked the URL yesterday, it worked. It doesn't work now.

The link is weird , I am not sure if it's possible to make it like that but I remember it must be a link for example if you're using NFO it must be "http://(your account name).site.nfoservers.com/server" then try to make Fast DL.

Secured? You uploaded your complete cstrike folder including sercer.cfg with rcon password! And the sv_downloadurl in this server.cfg is a complete different one that you posted above.
Oh and by the way: dproto and non-steam is not supported here.
