I know of one way which would however use quite alot of CPU...
save ALL THE STATUS of a player, ie if the player is still alive you must save all the player's guns, and no matter if the player is alive you must also save money, frags, deaths, location, etc.
then transfer all players to spectator team and spawn a fake player onto EITHER of the teams (lets just use CT)... Then this player is killed and the round is drawn, players are revived and teleported, and equipped with their previous guns (and holding the one they were previously holding), facing the same direction. Then the fake CT is removed and team scores are placed in order; (ie if the score was 3-2 and there's a draw it stays 3-2, and if the round is actually drawn, the scores will often revert back to 0, so you must save these scores)
I am however unsure if some of these things are possible, an extra module would probably be needed.
