I had the exact same problem, I initially thought the plugin wasn't considering the distance when spawning someone, so I checked the source, and as expected, everything was correct.
But still, on my local server, players were spawning right next to me even with 5k distance, so I decided to debug it a little further, and after a few minutes trying to understand why distance values (when deciding were to spawn) were SO high (150k up) I finally figured it out.
Basically when the plugin is deciding if a spawn is has a suitable distance, for performance reasons (since they don't need to know the exact distance) the result of the
distance is squared. Also mentioned in the
docs.
TL;DR: Square dm_spawn_distance to get the correct radius
