Seems there are a few new netprops that can be played with:

CCSPlayer (type DT_CSPlayer)
  Member: m_flNextDecalTime (offset 3500) (type float) (bits 0) (NoScale)
Existing TempEnt Changes:

CTEPlayerDecal (type DT_TEPlayerDecal)
 Table: baseclass (offset 0) (type DT_BaseTempEntity)
 Member: m_vecOrigin (offset 16) (type vector) (bits 0) (Coord)
 Member: m_vecStart (offset 28) (type vector) (bits 0) (Coord)
 Member: m_vecRight (offset 40) (type vector) (bits 0) (Coord)
 Member: m_nEntity (offset 52) (type integer) (bits 11) (Unsigned)
 Member: m_nPlayer (offset 12) (type integer) (bits 32) (Unsigned)
 Member: m_nHitbox (offset 56) (type integer) (bits 16) (Unsigned)
New tempent netprops
FEPlayerDecal

It has been proven that these temp ents can now be attached to some props and will be spread across those surfaces.

I wonder how fast Valve will start applying bans to server operators this time... 50 graffiti charges sounds like a challenge.

You would most likely need an extension to be able to do anything malicious like that. However they could ban that netprop (weirdly).

Thanks for the heads up Mitchell
I want to play with the netprops, but I don't want to risk a GSLT ban.
They'll ban you before they would tell you not to play with it.
