OK - I just did some tests - about 8 hours of work. CS1.6 , mm 1.19 , AMX X 1.71 (without: csx moldule and without these plugins: stats.amxx, miscststs.amxx and stats_loggings.amxx) podbot mm V3beta11 (20bots there)

my modules.ini:

fun_amxx.dll
engine_amxx.dll
fakemeta_amxx.dll
cstrike_amxx.dll

and about 40 plugins or more

Start map _de_aztec
CPU usage about 10%, mem usage - 69MB real and 105 MB virtual.

End map de_aztec
CPU usage about 10%, mem usage - 77MB real and 115MB virtual.

There is a little memory leak still, too, but it doesn't keep increasing so dramatically as I can see it with csx modue loaded.

Just tested it as above but with csx module enabled and with plugins statsx, miscstats and stats_logging enabled, too. Tested only 1.5 hour.
Result:
Start map de_aztec
CPU usage about 10%, mem usage - 70MB real and 106MB virtual.

End map de_aztec
CPU usage about 10%, mem usage - 83MB real and 119MB virtual.

Conclusion - even with shorter time the memory usage keeps increasing more dramatically when csx is working. It keeps increasing more if the map are changed by changelevel (seems something isn't cleared/freeied correctly at map change).
Tested with original csx (not that one I posted in bug forum - btw)
I hope some developer can take a look at it. Unfortunatelly we miss SidLuke to give him this to figure out.
