It doesn't work that way, it uses the distance and checks to see if a player can spawn and decrements each time if the spawn location is unsuitable.

I would find a plugin that terminates the round when the time is over.
This issue has only happened when you use a gamemode/gametype above 1. Such as Valve's DM.
Not something that can be fixed.
