Any plug-in which has this function.

and I tried to SM 1.5.5, SM 1.3.5

Compile plugins that includes colors.inc with the compile.exe from your addons/sourcemod/scripting folder.

you need to download sourcemod to you pc and extract it to you desktop or what ever then you need to download this one https://forums.alliedmods.net/showthread.php?t=96831 then go to addons/sourcemod/scripting/include and but it in there the color .inc then just go bad to scripting and compile it form there

why you not just download SMX file and move that on your server plugins folder

The plugin you are trying to compile requires additional "include" files to work. If you want to compile it on your own you will need to use one of the ways posted above.
