Like I said, I believe most of that is client side. Some things you cannot disable, like the spy notification, tank notification (this you probably could disable but I don't know - check the pop file), the countdown, since the client automatically plays those when those events are sent to the client. I only knew how to solve the siren problem and also the announcer's panicking lines about the bomb because that is only triggered when the bomb bot touches the flag detection zone entity.
