actually this is about tickcount, not eye angles. someone already said tickcount always indicates a cheat, while eye angles can be a bug in the game (i had it myself in hl2dm at spawn, cus most of the time the player model is spawned backwards and quickly turned, but sometimes yields weird angles).
The amount off time stupid angels have cause FP's on my l4d2 server is retarded.
