I've tried running app_update 232250 validate through SteamCMD on my server (that was installed before the update, also Ubuntu 12.04 is the OS) and it doesn't seem to be detecting anything new.

Is there some sort of opt-in thing for this update?

No, it was installed through SteamCMD. I installed it on my server the other day.
