Theoretically,If you couple in 56kbit/s transfer speed with 300ms latency, you could expect rate to be <50 and updaterate <10 ? (Used an online calculator, it said it was "Too low", assumed less than 10). Either way when I did the math, I could run a 12 player goldsource server with 10000 rate and 30 updaterate.
