Main plugin ideas posted in here.

I was searching via SM plugin searching tool and I didn't find plugins exactly like this. Regarding the voice plugin I've found [ANY] Advanced Voice Communications (Dead All Talk) plugin (by databomb) and [CS:S] VoiceMgr v2.2.2 (Updated 23-07-2011) plugin (by SideX), but they don't do exactly, what I imagined and 1st link plugin has too many features, and 2nd link plugin is too complicated for a regular CS player.

1) Team Voice Control: must be used with sm_deadtalk "2", so standard +voicerecord functionality will stay untouched and another one would be added (i.e. +deadvoice), which every player could bind and talk to dead teammates only by pressing one desired key.

2) Bomb Drop Control: teleport C4 dropped into unreachable place back to the dropper and/or punish bad bomb dropper (few punishments to choose in a cfg), and tele C4 to some random Terrorist.

EDIT:
[CS:S] Kick Bomb plugin (by TnTSCS) may help detecting C4 dropping into unreachable place.

You cant bind a other key to voice like that, though the voice transmit can be set to send/not send to certain players. It would be simple to make it so that all dead players can speak with eachother, but living players can't heard dead players, etc.

Dropping the bomb is better to be fixed by just blocking the drop item command so they can't drop the bomb.. It's not always possible to determine if the bomb will be in an unreachable location, though you could do something like make the bomb return to some other player after being idle for an amount of time.

The last part sounds good, but the case is I wanted sm_deadtalk 2 to be the main functionality, but You say it's impossible to use 2 streams simultaneously, too bad.

Maybe another method would be possible: making additional key-switch to press it before transmitting with +voicerecord, or to hold it, the same time holding a +voicerecord key?

Your method works 100%, but in situation, when a Sniper gives C4 to some AK-47 rusher, it fails. You can always use: /givec4 nick, but it takes time, if you know, what i mean - seconds...

Your other idea is better with a period of time a C4 is out. Plugin names are temporary.

EDIT:
I thought CT will be unable to protect C4 like this, maybe reserve it to T-Spawn only?

EDIT II:
Is it possible to detect, if the bomb was dropped by CT killing a Terrorist, or by Terrorist while alive?

You could add another listener, either a command or toggle to change the voice functionality.
For c4, you could do something where it never drops it on command, but passes it directly to the nearby player within x distance that the player can see, or make it so the c4 can only be dropped straight at the player's origin, and only while they are on the ground, while setting its velocity to zero... That way if it is dropped, it will be where the dropper is, and not moving (which is presumably a valid location anyone can reach). Aside from that, you could make a timer that auto sends it to nearest player.

Such a bunch of ideas you have brought here, nice. Bolded ones are those I like most, but the real choice deppends on the programmer(s), who decide to realize the idea(s).
