For example, you have the "Fade" paint like this:

As you can see, the "clean thing" is the weapon magazine stats, which depends on your weapon (Battle Scarred, Well Worn, Field Tested, Minimal Wear, Factory New).
The "wear" is the number you need to change to make your weapon more/less clean.
For what I saw, 1.0 is TOTALLY BATTLE SCARRED (normally a super shit weapon), 0.0 is minimal wear (with some scratches), but 0.01 is FACTORY NEW (tested on my server and worked perfectly).
If you want the weapons with the paint 100% great, change the "wear" to 0.01. like this:
