Spotted in your download that there's all the files then another MLG Sniper folder with the same files in it.

The abilities are't working mate
Edit:
"arg1" "models\player\mlgsniper\spookness"

This folder does not exist?

Only the "on life lost" ability works, bravejump, charge down, rage meter, rage itself does not work.

The folder does exist, it's located in the "materials" folder.
If the problem isn't that, then I have no idea why is not working, since at Transit of Venus, the boss is working properly. Maybe is a problem with your FF2?
