HL1 is not HL2 for your informaiton, it's not updated anymore. They just took the opportunity to update a bit to while adding OSX compatibility. It was special situation. Without that, signature would be still valid.

It makes sense to use the proper way to achieve something, whatever the tool.
Orpheu/Okapi/Rage are just on of such tools allowing to directly alter gameplay code, an efficient and straight way. Considering toolset is not going to be changed soon, nor code, and searching signature is extremely easy, it makes perfectly senses to use such module, for the sake of users/servers, to have a well-coded plugin which doesn't do a billion of operations on server/client to achieve the same thing in one operation (for example).
