Mann vs. Machine gives you the possibility to apply upgrades to yourself which makes me think there is an actual way to apply attributes upon yourself and not your weapons.

I had this idea in mind where I take a couple of colourable playermodels/skins for all the TF2 mercs and apply the paint colour attribute upon them, however I don't know if it actually works like this. Is there a special ID that would need to be used for the player model?

If anyone knows, I would love to know it as well.

I don't make plugins and I don't know how to make plugins, if that's where you were going.

There's currently no way to apply attributes to yourself using TF2Items (unless it's a super-secret way that I didn't find in the include file).

TF2Attributes, on the other hand, *can* apply attributes to yourself. Unfortunately, you do need to write a plugin.
