Re-visiting the marked-for-death issue, are you saying that you can't mark bosses for death? If so, I believe that's intended. Marking a boss for death reduces their rage by ~8%, just like Jarate does.

Yeah, the client consoles spams when the sound is suppose to pop-up. However it is in the right place actually. There is no re-downloading and the.cfg file matches up with the appropriate sound perfectly. It's in the right directory and only re-download after I delete the sound file. Also I used the vanilla version with the latest update, but still does not work. Also does having too many sound files for different bosses cause an issue like this?
As for the mark of death thing. What I was talking about is attaching it to a weapons attribute on a boss.
PHP Code:
"weapon1"
{
"name" "tf_weapon_minigun"
"index" "424"
"show" "1"
"attributes" "218 ; 1"
}
It used to work fine awhile back ago:

Though that video shows it with the fists instead of the mini gun. However believe me when I say it used to work fine on range weapons as well. All the other condition attributes work fine currently including 208 which ignites players, and 149 which makes people bleed.
EDIT: Sound issue fixed by uninstalling all of TF2 and deleting the entire TF2 folder itself. Afterwards doing a complete re-install of TF2 and joining that server should fix the issue.
