Right click on your Steam icon -> Music Player
You might need to point your MP3 directory to your folder e.g. if you have an external hard drive.
Settings -> Music Player

Other than you can buy music on Steam (or get HL2, Portal, Portal 2, etc... soundtracks free if you own the game), not as far as I can tell.
