Webmin contains all kind of things (Web(Ad)min).
It has more MySQL-settings.

From my own experience, if he installed mysql himself then he probably disabled remote root logins. If so then even remote access wouldn't work because he is using root as the user.

Try adding a new user for that database and changing your database.cfg and see if it works?
