the server crashed with this error in the log

That error should not cause a crash... how ever the issue with knife plugin we talked about privatly might.

I'm investingating on this.

Does that code look good? And also, is there a way to refresh the messages in the deathmatch.ini without having to restart the server?

And another suggestion, maybe add an AFK kicker to this?

It seems OK if loaded from a Texts section! However the {NORMAL} at the end is not needed.
To refresh the .ini, changelevel is sufficient. You should always check your log afterwards for parse errors. If there are error, last loaded .ini file is kept.

There are plugins for AFK kicking, I don't think this is a task of a deatmatch plugin.

I think this is a problem with spawntool removing spawn points.
This plugin handles this by himself, you shouldn't use spawn tools!

I've never tried with kevlar > 100. Maybe this is not supported by the game...
