Bots that play on red don't move from spawn because they don't have a game logic to defend their bomb zone (the bomb is literally a flag with a re-skin) because VALVe never finished the CTF AI. No matter how much you edit the navigation paths they still won't move because they don't know how to play.
Are you talking about editing the navigation files to fool the bots in making them think they're defending a CP or something? Because regardless they won't do anything because of the entities on the map. You'll have to do what I did and that's making a separate map that fiddles with a couple of entities to 'fool' red bots.
