the key returned in your menu handler is the number pressed minus one. so, where you check if key == 1, you are checking if they pressed 2. "key" would be 0 if they chose 1. "key" would be 9 if they chose 0.
also, your key defines already exist in amxconst.inc as MENU_KEY_1, MENU_KEY_2, etcetera.
