As the title says, is it possible to disable the matchmaking and just have it like previous versions of cs?

uh.. matchmaking is picked in the client by the user... it has nothing todo with community servers.
So no, you cannot pick what a user does in his/her game.

Well i'm talking if I had my own server.

If you had your own server, its going to show up in the community browser just like previous versions of cs... You couldn't setup your server and make it available for matchmaking even if you wanted to.. I think you have some wires crossed..
