Why don't you write it yourself, or commission someone to do it for you? People on this forum are not just here at your convenience to make plugins for you... We have things to do for our own communities, and the sourcemod community in general.

Done.

You need TF2Attributes installed to work
Commands: sm_maxhealth and sm_maxhealth_f
F version regenerates player health but normal one just extends limit
Health Limit won't reset unless you reset it, to do so use command like this sm_maxhealth @all 0
example: sm_maxhealth_f @red 500 increases health limit by 500 for all red

I don't mind writing simple plugin if somebody needs it.

You couldjust use the tf2 attribs sample plugin though it does exactly this but with/for any attribute.
Thing is people don't look, they just expect/wait for people to do things for them. Its nice to at least see them attempt to post some code, not just "give me smx to drop in plugins folder."

Dude, this is the plugin ideas/requests forum, not the snippets and tutorials; if Le Spai knew how to do this, he wouldn't make a request on it...

it's not like Le Spai is forcing you down at gunpoint until you make him the plugin; this forum exists for ideas, in case someone feels like coding but don't have an idea, or for small plugin requests, that do not take much time to make and can be done easily.

You think i'd ask my requests and ideas if I knew how to program? No...
not everyone has the time or patience to learn sourcepawn and not everybody has your skill

for the plugins that I request and people make for me, I show my appreciation by donating to alliedmodders community and donating to individual coders.

Yes, it's true that one should learn themselves to code to get it how they want, but I already stated above.

How would you feel if the electricity in your house went off all of a sudden and you called an electrician, and he tells you "fix it yourself" and goes home, even though he didn't charge you?

It's a good thing I know what romex is, and how to use a pair of wire strippers and some bell caps, then isn't it?
