Like hlguard can amxmodx read from an encrypted file?
like an "hlg_checks_lvl2.zcfg"

If you are trying to read an encrypted file, then you should already know what the encryption on it is. Otherwise, I don't understand your request.

Regardless, a Module will be required, you cannot do this with the Core AMXX alone

A module that does not come with AMXX. I doubt one is created, but you can search for one if you want

ah ok thanks that answers the possibility of doing this for my project.
wont do it.

Alternatively, can an plugin treat another plugin .amxx as an source to read from?
instead of an .ini or .cfg.
since I would need methods that wont compromise the checks executed.
lets say by an nosy server owner that likes to modify .ini or .cfg files.

Sure, why not? Good luck trying to get any usable information out of it since it's a binary.
