HLDS Windows Wont Start Server

Recently Downloaded steam HLDS it launches in GUI mode and wont start .. Em not using any beta update and i tried to force it to console mode doesn't work .. Please Help...

I am Using Steam CMD .

This happened to me also and I'm forced to test on a Linux VPS so if there's a dummy solution to this please someone share it

I followed all the instruction .. it says cannot load gfx.wad in cmd mode n exits .. please help em stuck ..
