Let's say I want to allow players use a certain cmd every 4th map. If this command is used, there will be shown a poll (e.g. Are you happy? #Yes #No). If > playesr choose Yes a map will change to de_morehappymap. After that map I want to disable players using the cmd which shows up a poll, they are allowed to use that cmd only after 3 maps have passed since that de_morehappymap. How can I hook how many maps have passed since some certain map?

You don't. You have to use some sort of saving method to track it. Vault, CVAR, SQLite, etc work

But doesnt a galileo (powerful map manager) plugin have this function? Something like you cant nominate a map which has just been...
