Is this possible?

when server starts, the same plugin load stopped.

[ 42] same_plugin v. 1.3 author stat-round_chat STOPPED

But I don't understand this: "look outside the plugin (by given plugin name)."
What is this?

Just as is says, it looks outside the plugin [in which it was used] by the given plugin name.
